Like many legacy organizations, the Oregon Lottery still uses some decades-old systems and technologies. To bring the organization, its people and technology into the future, they needed to embark on a transformation that involved a series of significant change initiatives. 

Oregon Lottery realized the people side of this transition would be every bit as important, if not more important, than choosing the right technology solutions. Employees needed to be willing to adopt and use new tools, technologies, and processes in every facet of their jobs. Certification and Training Programs

Recognizing the importance of formal change management training, Oregon Lottery certified leadership and key change management advocates through the Prosci Change Management Certification Program. The agency also delivered the Taking Charge of Change course specifically for people leaders. These training programs ensured that a common, people-focused language and knowledge was used across the organization. 

Staying Current With Change 

Oregon Lottery updated its legacy change management practices to align with Prosci’s refreshed methodology and equipped team members with the newest approaches. This ensured that they used the most current and comprehensive approach to change management. By leveraging a standard methodology, employees had a shared language and framework for understanding change and its importance to their growth as a learning organization.

Enterprise Change Management Center of Excellence

The Oregon Lottery’s Enterprise Change Management Center of Excellence (CoE) became the centralized hub for promoting, embedding, and championing organizational change management practices. Updating their staffing model and moving from part-time to full-time practitioners was also crucial for uniform implementation and adoption of change initiatives.

Results

Fewer Barriers to Adoption

Oregon Lottery’s change management approach includes leveraging peer-support ambassadors to help staff during changes. Because the organization values employees' insights, they provide one change peer-support ambassador for every 15 staff members. This ensures two-way communications and keeps the focus on eliminating barriers as a pathway to progress.

Increased Adoption and Engagement

By engaging stakeholders and providing thorough training, Oregon Lottery saw higher levels of employee participation and adoption of new systems. In addition to a 95% engagement-survey participation rate, scores show that staff believe the agency is interested in their feedback, supports them, and cares about their well-being.

The agency also saw a 3.2% bump in mean employee engagement scores year-over-year and higher levels of commitment from leadership. Initially, the organization had to “sell” change management on projects. Today, 35% of Oregon Lottery’s leaders are Prosci certified. Across the organization, leaders know and see the value change management brings, and they request it on projects. Change management training is also a coveted employee experience. 

Efficient and Effective Change Practices

Integrating change management into everyday practices has made Oregon Lottery a more agile and resilient organization. They have optimized processes, increased adoption of advanced technologies, and streamlined workflows—while growing stronger from change. Successfully integrating Prosci Enterprise Change Management practices clearly demonstrated the effectiveness of structured change management and has been instrumental in the organization’s success.
